ETIAS will be a largely automated IT system designed to identify security, irregular migration, and high epidemic risks posed by visa-exempt visitors travelling to the Schengen States while facilitating border crossings for the vast majority of travellers who do not pose such risks. 

Non-EU nationals who do not require a visa to enter the Schengen area must apply for travel authorization through the ETIAS system ahead of time. The information gathered through ETIAS will allow for advanced verification of potential security, irregular migration, and high epidemic risks while fully respecting fundamental rights and data protection principles.

After completing an online application form, the system will conduct border and security checks against EU information systems and, in most cases, issue a travel authorization within minutes. In rare instances in which additional checks on the traveler are required, the travel authorization may take up to 30 days to be issued. The ETIAS travel authorization will be required for entry into the Schengen States.

When crossing the EU border, border guards will check it along with the travel documents. This prior verification of visa-exempt non-EU citizens will facilitate border checks, avoid bureaucracy and delays for travelers when they present themselves at borders, ensure a coordinated and harmonized risk assessment of third-country nationals, and significantly reduce the number of border crossings.

How does ETIAS benefit the EU? 

The European Commission is primarily implementing the ETIAS electronic visa waiver to assist the Schengen Zone security system and further strengthen European borders. It will work the same way as the electronic ESTA system in the US, pre-screening visitors from visa-free countries to determine their eligibility to visit Schengen Area countries.

Completing an ETIAS registration, like the ESTA application, will require the traveler to provide personal, passport, and travel information on the form, as well as answer some health and security-related questions to receive approved travel authorization.

ETIAS: enhancing Europe’s security

The information provided on the application will then be screened against various LISA’s security databases, including SIS, VIS, Europol, and EURODAC, to identify any security risks to the European Union, particularly terrorist threats.

Any information that raises red flags, such as indicators of an impending terrorist attack or other serious criminal offense, will be shared with domestic law enforcement agencies, assisting in the closure of current security information gaps between Schengen Area authorities.

What is the rationale for implementing ETIAS?

There are currently 63 countries whose citizens are permitted to enter European Union countries without a visa, including Schengen Area and EFTA member states. Even though there is a 90-day limit for six months, many people have been breaking the rules and staying in Europe for longer. The implementation of the ETIAS aims to prevent people with criminal records and other undesirable individuals from entering and overstaying in European countries.
